This vessel is a domestically navigating bulk carrier designed for coastal areas of China (navigation area includes domestic coastal waters north of Qingdao, with Class B ice reinforcement). Primarily used for transporting solid bulk cargoes with water absorption ≤8% such as coal, it can also carry non-flammable general cargoes like bagged fertilizers, steel products, cement, and construction materials. It is reinforced for heavy cargo with loading rate γ≥0.533m³/t.

The ship features an all-steel structure with continuous single deck and forecastle, double-bottom double-hull, bulbous bow, and stern frame with sole piece constructed by welded steel plates. Bilge keels are fitted on both port and starboard bilges. Adopting twin-engine, twin-propeller, twin-rudder stern-engine configuration, it is powered by two marine diesel engines driving fixed-pitch propellers via gearboxes. It is equipped with 2 cargo holds with single-pull steel weathertight hatch covers. A 4-deck superstructure is located on the upper deck at the stern.
